Mercy Corps Ethiopia is responding the emergency needs of affected communities through providing emergency humanitarian response services in various locations of the country in refugee, IDPs and host communities contexts through establishing sustainable solutions, to ensure longer term development gains. The focus of the humanities response services of Mercy Corps Ethiopia includes protection, livelihood, WASH, Health, Nutrition, Cash distribution, and so on. In all its humanitarian programming, Mercy Corps is committed in addressing the vulnerable population groups needs such as IDPs, women, children, older people, and people living with disabilities and so on. The issue of gender, GBV protection and community accountability are a key pillar of all the Mercy Corps Ethiopia humanitarian programming.
General Position Summary
Under the direction of the country Gender Equality, Diversity and Social inclusion (GEDSI) adviser and close working relation with the Director of Humanitarian Programs and Durable Solutions, the GEP adviser will be responsible for the overall planning, coordination, implementation, monitoring, evaluation of interventions related to Mercy Corps humanitarian and durable solutions program from the gender, protection and GBV lenses. The position holder shall oversee technical quality implementation and delivery of the gender, protection and GBV related activities and gender integration across all humanitarian and durable solution programs. In addition, the position holder will be responsible to identify gender, protection and GBV related concerns through conducting gender analysis, protection analysis, GBV rapid assessment in different project areas in line with various humanitarian programs focuses such as livelihood, WASH, Nutrition, Health , protection and so on to develop possible strategies and approaches to work around identified concerns to promote gender equality, social inclusion, prevention, and mitigation of protection and GBV risks across all our humanitarian programs. Contributing for new business developments from gender, GBV and protection angel is also expected from the GEP adviser. In addition, the position holder is also responsible to provide capacity building trainings on gender, protection and GBV related topics to government line bureaus, community representatives, and other development and humanitarian actors. S/He will be also responsible to lead organization transformation on Gender, Diversity, and inclusion (GDI); as well as leading staff transformation through facilitating reflections and promoting inclusion in workplace environment. The position holder is also responsible to represent Mercy Corps in various coordination forums and platforms such as protection, CP/GBV PSEA and so on.
Essential Job Responsibilities
· Collaborate and work closely with all Mercy Corps team members to make sure effective integration of gender, protection, social inclusion and GBV concerns in all humanitarian and durable solution programs
· Collaborate with relevant government and non-governmental actors to effectively identify gender, protection GBV and social norm issues to inform project designs and activities
Program Management
· Lead the implementation of Gender and Protection focused projects across field offices
· Represent Mercy Corp in the Protection sub- cluster meetings
· Provide appropriate technical guidance and support to humanitarian and durable solution programs from gender, protection, GBV and social inclusion lenses.
· Lead gender analysis, protection analysis GBV rapid assessment process to inform program design and activity revision
· Make sure gender, protection, GBV and social inclusion concerns to be integrated in all humanitarian and durable solution programs related assessments to better understand the concern and to inform program design and strategy development
· Lead dignity kit distribution process as needed
· Provide technical guidance for any kind of humanitarian distributions to consider gender, GBV and protection issues
· Lead the process of GBV service providers mapping and the development of GBV SOP in different project t target areas
· Promote women leadership and meaningful engagement in at various levels of community structures through suggesting relevant strategies to address the gaps
· Ensure the humanitarian and durable solution programs to have well designed gender and protection sensitive indicators (both qualitative and quantitative)
· Coordinative with monitoring and evaluation team to do regular monitoring and evaluation of the project activities
· Lead/oversee the process of gender and social norm reflections at the community and organizational levels
· Provides training to Mercy Corps staff, community representative, government stakeholder and other relevant actors on various topics of gender, protection, social inclusion and GBV
· Work closely with relevant government and non-governmental actors to promote gender equality, protection, and prevention of GBV inline with humanitarian program goals and objectives
· Support country level GESI and GDI priorities / initiatives
Team Management
· Provide technical guidance for field level humanitarian and durable solution program gender and protection team including on-job training
· Supports and liaise with all project team and provide a capacity building including training and coaching on gender mainstreaming, protection, GBV and social inclusion and other related on the job training and capacity building.
· Promote accountability, communicate expectations, and provide constructive feedback formally and informally.
· Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
Finance & Compliance Management

· Make sure to coordinate with government and humanitarian actors to promote gender equality, protection, social inclusion, and prevention of GBV
· Represent Mercy Corps in various platforms, networks and coordination forums that focuses on gender, GBV and protection
· Always upholds the image and values of Mercy Corps
· Ensure compliance with security procedures and policies as determined by country leadership.
· Proactively ensure that team members operate in a secure environment and are aware of policies.

· Mercy Corps team members are expected to implement community accountability reporting Mechanism (CARM) effectively
· Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values always and in all in-country venues.
The Gender and protection adviser is responsible to provide technical support to all project team members to be able to properly integrate gender, protection, GBV and social inclusion concerns during day-to-day activity implementation; as well as responsible to provide a capacity building training.
Works Directly with all Mercy Corps projects and operation team in HO and FOs
Job Requirements
· BA degree in Gender and social development, Sociology, Psychology, Social work, or other similar social science field of studies
· Minimum six years’ work experience in gender, protection and GBV related roles (Experience working in humanitarian program and settings is an advantage)
· Able to learn and update his/ her information or knowledge to adapt the changing situation and context in promotion gender equality, protection, prevention of GBV and social inclusion
